Virtual Regular Town Council Meeting: Instructions to Join and Participate
Meeting Date: Wednesday, August 26, 2020 at 7 p.m.
Pursuant to Governor DeSantis’ Executive Orders 20-51 and 20-52, in which the Governor declared a public health emergency and a state of emergency, there is a recommendation to limit public gatherings. On March 20, 2020, Governor DeSantis issued Executive Order 20-69, “Emergency Management - COVID-19 Local Government Public Meetings.” Pursuant to Executive Order 20-69, “any Florida Statute that requires a quorum to be present in person or requires a local government body to meet at a specific public place” is suspended, and the Town is authorized to hold public meetings through the use of communications media technology, subject to the adoption of rules pursuant to Section 120.54(5)(b)2, Florida Statutes.
On July 29, 2020, Governor DeSantis issued Executive Order 20-179, which extended Executive Order 20-69 until 12:01 a.m. on September 1, 2020. On April 14, 2020, Town Manager Casals issued Emergency Order No. 20-03, providing rules of procedure for Public Meetings utilizing communications media technology, including instructions on how to access the public meeting either via telephone, video conference, or other communications media technology utilized by the Town. On June 25, 2020, Town Manager Casals issued Emergency Order 20-06, providing rules of procedure for Virtual Quasi-Judicial Hearing Public Meetings through the use of communications media technology.
A Town of Cutler Bay Regular Town Council Meeting will be held using communications media technology on: Wednesday, August 26, 2020 at 7:00 p.m. The Town’s elected officials and Town staff will participate in this meeting through video conferencing.
How to View the Meeting:
The meeting is accessible via web link https://cutlerbay.adobeconnect.com/rtc/ where you must then select “guest,” enter your name, and then click “enter room.” The meeting should open directly in your browser.

Public comments will be accepted in advance of the meeting and during the live meeting by the following means:
- By stating your name, address and agenda item number
- Emailing the public comment to TownClerk@cutlerbay-fl.gov prior to 5 p.m. on Tuesday, August 25, 2020 and limited to 400 words
- Calling (786) 573-5529 and leave a message up to three minutes in length, prior to 5 p.m. on Tuesday, August 25, 2020
To Participate in Telephone Public Comments During the Live Meeting:
If you are logged into the meeting via telephone and wish to make a public comment, you will be prompted to press *# on your phone. You will be placed in the queue to speak and will have a limit of up to 3 minutes.
If you are watching online and wish to call in separately for public comments, dial 1-800-832-0736. Audio room number 2294226#. You will have a limit of up to 3 minutes. Comments will be taken in the order in which they are received.

The meeting will be recorded and will be available to the public post meeting. Persons wishing to appeal any decision made by the Board with respect to any matter considered will need a record of the proceedings and for such purpose may need to ensure that a verbatim record of the proceedings is made, which includes the testimony and evidence upon which the appeal is based.
