Cutler Bay Cutler Wetlands Flow-way Project

Cutler Bay, FL – October 17, 2024 - The South Florida Water Management District (SFWMD) presented an update during the October 16, 2024, Town Council Meeting on the Biscayne Bay Coastal Wetlands (BBCW) Phase 1 project, focusing on the Cutler Wetlands Flow-way component. Several residents have inquired about recent clearing of trees and plants along SW 87th Ave and SW 232 Street, and we are providing the following information to address these concerns.

Project Overview: The Biscayne Bay Coastal Wetlands project is a key component of the Comprehensive Everglades Restoration Plan (CERP), approved by Congress in 2014. This multi-phase project is designed to restore freshwater flows to Biscayne Bay and improve the coastal wetland ecosystem. The Cutler Wetlands project specifically includes features such as the construction of the S-701 Pump Station, culverts, conveyance channels, and a spreader swale system to improve freshwater distribution. Construction began in November 2022 and is anticipated to be completed by September 2025.

Tree and Vegetation Clearing: As part of this project, tree and plant clearing is required in certain areas to facilitate the construction of the necessary infrastructure, including culverts and channels. This clearing is taking place along SW 87th Ave and SW 232 Street to support the C-701 conveyance channel and C-702 spreader canal. The South Florida Water Management District has obtained the necessary permits from Miami-Dade County’s Division of Environmental Resources Management (DERM) and the State of Florida to clear invasive vegetation in these areas. These efforts are crucial for the proper functioning of the flow-way, which will help restore water flow and improve habitat conditions in the area.

Project Benefits: The project will not only help restore freshwater flow into Biscayne Bay, but it will also play a critical role in preserving and rehydrating the natural mangroves that line the coastal areas of our town. These mangroves act as a natural barrier, protecting the Town of Cutler Bay from storm surges and other natural threats, while also supporting local biodiversity. The project aims to:

  • Reestablish productive estuarine habitats along the shoreline
  • Restore nearshore salinity regimes and coastal wetlands
  • Enhance the quality, quantity, and distribution of freshwater flow into Biscayne Bay, including into Biscayne National Park
  • Provide recreational features and enhance public access to the wetlands upon project completion

Recreational Features: Once the Cutler Wetlands project is completed, it will also provide new recreational opportunities for residents and visitors. The project will include a bird-watching facility, allowing nature enthusiasts to observe the local wildlife in its restored habitat. Additionally, walking and bicycle paths will be constructed throughout, offering scenic routes for outdoor activities and fostering a greater connection to the natural beauty of the area. These features are designed to promote eco-friendly recreation while preserving the integrity of the wetlands.
